Spend enough time owning security at scale and you stop believing it is mainly a technology problem. The tools are necessary and rarely sufficient. What actually determines whether a large institution is secure is culture and talent — the unglamorous part.
The costume and the body underneath
Key security services matter. But a control nobody understands is a control nobody runs. The institutions that hold up under pressure are the ones that invested in the people: the threat-modeling habit, the engineers who feel ownership, the culture where raising a risk is rewarded rather than punished.
This is the BISO lesson, stated plainly: you can buy the services, but you have to build the culture. The second one is harder, and it is the one that decides the outcome.
