Core systems modernization is usually framed as a technology program. That framing is why so many of them stall. The hard decisions — what to retire, who owns the migration risk, how much disruption the business will tolerate — are organizational long before they are technical.
The pattern repeats
The platform choices are rarely the blocker. The blocker is alignment: a dozen stakeholders, each optimizing for a different constraint, with no one accountable for the whole. Sound familiar? It is the same wall that stops AI pilots from reaching production.
Treat modernization as an operating-model change with a named owner and explicit decision rights, and the technical path clears. Treat it as a migration project, and it joins the graveyard of half-finished cores.
